Director Michael W. Frazier (President)

Director Frazier currently serves as a Program Manager for Northrop Grumman serving the intelligence and DoD community. Michael holds a master’s in business administration and computer systems from Troy State University and Old Dominion University respectively.  Michael was born in Stuttgart Germany and grew up in South Korea and Northern Virginia. He started his career in engineering as a White House Intern working for Office of Management and Budget. Michael as a son and daughter, Elias and Madison, and serves as the Chairman for the award-winning mentoring Omega U program in Prince William County. He currently resides in Triangle Virginia and enjoys spending his free time with family and friends.

Director Darryl K. Hairston (Vice President)

Director Hairston is a graduate of West Virginia State University and Marshall University, where he received a B.S. in Business Administration and an M.B.A, respectively.  Director Hairston is also an alumnus of the Federal Executive Institute and the Venture Capital Institute.   He is a Federal Civil Service retiree with over 38 Years of public sector experience at both the State and Federal level.  He served his last 17 years of Federal Service as a member of the Federal Senior Executive Service. 

During his career he served in various staff, senior staff, management and senior executive level positions including serving as the Acting Administrator of the U. S. Small Business Administration during the 2009 Presidential transition.  He has extensive experience working with community and economic development organizations; administering financial, management, and technical assistance programs designed to assist existing and prospective small business owners; developing national policy; developing and implementing regulations and procedures to carry out congressionally mandated programs; and, leading, managing and administering substantial organizational resources (financial, human, etc.) which included developing, negotiating, and executing budgets; negotiating and administering contracts; and, providing senior level leadership over large and medium sized organizations.

Director Hairston joined the Omega Psi Phi Fraternity, Inc. in the Spring of 1972 (Theta Psi Chapter, West Virginia State University) and is a charter member of the Pi Lambda Lambda Chapter.  Since becoming a member of the Omega Psi Phi Fraternity, Inc. he has held various leadership positions at both the Undergraduate and Graduate levels.

Director Crispin A. Abad, Sr. (Secretary)

Abad is a Senior Management Analyst, Civil Service retiree, and a retired U. S. Army Lieutenant Colonel.  He has broad experience in strategic planning, logistics management and organizational development consulting while working in a variety of military, government, private sector and non-profit organizations.   Mr. Abad is a graduate of Norfolk State University with a Bachelor of Science in Business Administration, the Army’s Command and General Staff College and earned an MBA from the Florida Institute of Technology.  He is also a graduate of the Army’s Organizational Effectiveness Consultant Course and earned a certification in Supply Chain Management from the Penn State University Executive Programs.  Mr. Abad is a life member of the Omega Psi Phi Fraternity with over 50 years of service in various elected offices and committee assignments.  He is a charter member of the award winning Pi Lambda Lambda chapter currently serving as Chairman of the Budget Committee.  Mr. Abad also serves on various committees and boards at the District and International levels of the fraternity.  His professional and fraternal awards include the Army Superior Civilian Service Award, Legion of Merit, Meritorious Service Medal (3), Omega 50 Year Service Award, Citizen of the Year Award, and Omega Man of the Year Award (2).  Mr. Abad is a founding director of the George M. Hampton Foundation and served as its first President.  He currently serves as the foundation secretary and also serves in leadership positions for several other nonprofit tax exempt organizations involved in community service and the faith-based community.  

Director James Darnell Rowe (Treasurer)

For over 32 years, Director Rowe has been committed to using USDA policies, procedures, and regulations to assist farmers, landowners, and rural communities with financial, technical, and other assistance available through government farm programs. During his time in government service, Rowe has had an opportunity to work in or provide direct assistance to nearly every state in the union, including the territory of Puerto Rico.   Rowe’s federal government service career began with the Farmers Home Administration, where he assisted rural Mississippi families and farmers in acquiring rural housing repair grants, housing purchase and repair loans, farm operating loans, emergency loans, and farm ownership loans.   In 1996, a USDA reorganization landed Rowe at the Farm Service Agency, where his efforts expanded to providing direct programs assistance through farm subsidy payments, disaster assistance, Commodity Credit Corporation (CCC) loans, and lender farm loan guarantees.  Director Rowe has worked to ensure that landowners and producers are provided appropriate financial assistance necessary to install and implement conservation practices and activities available through the Natural Resource Conservation Service (NRCS).  Since 2010, he has served as a Resource Economist, responsible for a team of economists who work to ensure economic issues are appropriately addressed in accordance with agency policy requirements.

Director Jeffrey W. Allen

Director Jeffrey W. Allen is Basileus (President) of Pi Lambda Lambda chapter of Omega Psi Phi Fraternity, Incorporated serving Prince William County and surrounding communities.  Director Allen a native of Washington, DC is a 1985 graduate of Prairie View A&M University with a Bachelor of Science in Mechanical Engineering.  He has 35 years of experience in contracting, project management and construction.  Director Allen is currently a Senior Quality Control Manager with Grunley Construction where he has worked at numerous historic sites in the Washington Metropolitan area.    He has also served as the Omega U Director at Henderson Elementary School for the past 3 years.

Director Cozy E. Bailey, Sr.

Director Bailey is a graduate of the US Naval Academy and received his MBA from Boston College and his Master of Divinity from the School of Theology at Virginia Union University.  He is a retired USMC officer and an ordained minister, and has held senior level management positions in such private sector companies as Electronic Data Systems (EDS) and Dell Corporation. He has experience in serving on the board of not for profit organizations, recently serving as a director for the Mid-Atlantic Region of INROADS.  During the three years he served as a director, he was responsible for corporate fundraising as well as participating in program development and program execution for Mid-Atlantic region which extended from Philadelphia to Richmond, VA.  Mr. Bailey is currently employed at MITRE Corporation, where he is a member of the executive team focused on business with the federal government.

Director Robert C. Clements

Director Clements retired from the Marine Corps after 32 years of dedicated service to the nation.  He enlisted in the Marine Corps reserve in May 1983 and was commissioned a second lieutenant in September 1985 after graduating from Kent State University with the Bachelor's Degree of Science in Criminal Justice. He holds a Masters Degree of Public Administration from Jacksonville State University.  He is also a graduate of the Marine Corps Command and Staff College, Armed Forces Staff College, National Defense University and the Federal Bureau of Investigation (FBI) National Academy, 178th Session.

He served as the executive officer for Marine Corps Detachment attachment, Fort McClellan and lead instructor for the US Army Combating Terrorism on Military Installations Course; Deputy Director, Human Services and adjunct faculty member for the Headquarters Marine Corps (HQMC) Domestic Violence Intervention Program; II Marine Expeditionary Force Provost Marshal/Force Protection Officer, Non-lethal weapons and SOUTHCOM security operations action officer. He attended Marine Corps command and Staff College and upon graduation he served as Chief of Force Protection/Nuclear Security, United States Strategic Command.  Director Clements also served with the Deputy Commandant for Manpower and Reserve Affairs, HQMC as Head, Performance Evaluation Section.  He commanded a Task Force during Operation IRAQI FREEDOM; served as the Military Assistant / Marine aid for the Assistant Secretary of the Navy, Manpower and Reserve Affairs; Commanded Headquarters Battalion, Third Marine Division  and subsequently served as the Assistant Division Commander.  Director Clements’ final assignment was Head, Promotion Branch HQMC.

Director Clements is also a Past President of the National Naval Officers Association   and is a life member of Omega Psi Phi Fraternity Inc.

Director Anthony M. Fields Sr.

Director Fields is a graduate of Norfolk State University with a Bachelor of Science in Economics (1975) and a Master's degree in Student Personnel Services Guidance Counseling (1980).  He is a retired Army Officer of 22 years, community leader, and is currently a senior program analyst for Army Training, Pentagon.  Mr. Fields served as Vice President (6 years) and Secretary (3 years) of the Prince William County Branch, NAACP and as Chaplain (2 years) for Pi Lambda Lambda Chapter, Omega Psi Phi Fraternity, Inc., Woodbridge, Va.  He has vast experience as a strategic planner and policy developer for the Army.

Director Emmitt Fletcher

Emmitt Fletcher is a member of Omega Psi Phi Fraternity, Inc. Pi Lambda Lambda Chapter in Prince William County and the Prince William County NAACP.  Emmitt received a Bachelors in Social Work from Norfolk State University in 1973 and a Masters in Public Administration from Central Michigan University in 1982.  His professional career includes serving as Probation Officer in Norfolk, VA; Program Manager with the Department of Corrections in Mecklenberg County, VA; Stock Broker and Insurance Agent; Consultant with the DC Department of Human Services; Real Estate Investor and Motivational Speaker.  Emmitt has done missionary work in Ghana and Ethopia and currently working on a project in Haiti.  Director Fletcher is passionate about and active in voter registration and prison reform, and has been a community leader and organizer on several local efforts to improve community based programs.

Director Drefus Lane, Sr. 

Director Lane is a retired United States Army Colonel.  He retired in August 2014 after serving over 29 years of exemplary service.  Director Lane joined the Internal Revenue Service (IRS) in September of 2014 and is currently the Associate Director of Executive Services in the Employment, Talent, and Security Division, Human Capital Office.  He holds a Bachelor of Arts Degree in Journalism from Benedict College, a Master's of Logistic Management from Florida Institute of Technology and a Master’s of Strategic Studies from the United States Army War College, Carlisle, Pennsylvania.  Director Lane was commissioned in the Infantry Corps in 1985, and his military education includes the Transportation Officer Advance Course, the Logistics Executive Development Course, the U.S. Army Command and General Staff College, and the U.S. Army War College.  He is a highly decorated officer with numerous awards including the Defense Superior Service Medal.  Director Lane is a member of Omega Psi Phi Fraternity Inc. with over 28 years of committed service that has often included executive leadership positions.  He is a recognized leader and mentor working both the front-lines and behind the scenes to improve the lives of citizens and youth.  As President of the Foundation he has focused the organization on its financial stability and organizational integrity goals.

Director W. Keith Lively

Director Lively is retired from the Federal Government where he worked for over 16 years in the Senior Executive Service as a SES Level-4 employee.  He worked for 15 years in the Office of the Secretary of Defense where he was responsible for health systems policy, programming and management, and the development of health management information systems for DoD.   He also worked for over 16 years for the Department of Health and Human Services where he held a number of top level positions.  His various assignments included: Executive Secretary to the Department, Deputy Secretary in the Office of Planning and Evaluation, and Executive Counselor for Program Development (P&E) to name just a few.  Mr. Lively has a Bachelor Degree in Mathematics from Morgan State College where he achieved membership in Promethean Kappa Tau, Alpha Kappa MU, and Beta Kappa Chi honor societies.  He also has a Master Degree in Mathematics from Lehigh University.   Mr. Lively has a wealth of experience in senior level management, and policy development and implementation. 

Director Clarence C. Newby

Director Clarence C. Newby was commissioned a Second Lieutenant in the United States Army as a Distinguished Military Graduate from Alabama A& M University in 1975 after receiving his bachelor’s degree in Business Management. He holds a master’s degree in Business Administration from Lincoln University, Missouri, and has completed additional doctoral studies in Entrepreneurship at Walden University. Director Newby also is a graduate of the National Center for Veterans Institute for Procurement and the Army War College,

Director Newby is an accomplished career Army logistician and corporate executive with over 45 years of service and experience in the Department of Defense, multinational defense corporations, and as a consultant and small business owner. He held a wide variety of command and staff assignments during his 28+years of military service culminating as the Deputy Chief of Staff and Executive Officer to the Deputy Commanding General, Army Materiel Command. As an Army colonel, he commanded the 20th Area Support Group in Taegu, South Korea.  He has also served as a Logistics Staff Officer in the Pentagon, Washington, D.C. Upon retirement, Director Newby was awarded the Distinguished Service Medal. His corporate experience includes service as Vice President, Business Development for Vision Technologies Systems, a multinational US, and Singapore based corporation. He also served as Director of Contingency and Sustainment Operations for Kellogg, Brown and Root Services where he provided program and contract management for base support programs throughout the Middle East, Europe, and the United States. He later founded Precision Logistics International, LLC, which provides integrated logistics support; supply chain management; facilities maintenance and operations support; and program management to both federal government and commercial clients.  His company has passionately supported numerous community service and scholarship fund-raising projects.

He is also an active member of the Pi Lambda Lambda Chapter of Omega Psi Phi Fraternity, Inc, and recently received his Service Award for 40 years of Devotion and Service.  Director Newby joins the Foundation board with extensive senior military and corporate experience in leadership, strategic planning, operations management, program development and resource management.

Director Eddie A. Stephens, Jr.

Director Eddie A. Stephens, Jr. is Basileus (President) of the Pi Lambda Lambda chapter of Omega Psi Phi Fraternity, Incorporated serving Prince William County and surrounding communities.  Director Stephens, a native of Bessemer, Alabama, was commissioned a Second Lieutenant in the United States Army as a Distinguished Military Graduate from Tuskegee Institute, Alabama in 1980 after receiving his bachelor’s degree in Business Administration.  He holds a Master’s Degree in Administration from Central Michigan University and a Master’s Degree in National Resource Strategy from the Industrial College of the Armed Forces (ICAF) at the National Defense University, Washington, D.C.  He retired from the U.S. Army as a Colonel with over 31 years of service.  In his last assignment on active duty, Colonel Stephens served as the Deputy Director, Human Resources Policy Directorate, Office of the Deputy Chief of Staff, G-1, Headquarters, Department of the Army.  Prior to this assignment, he served as Garrison Commander (Chief Executive), Fort Jackson, South Carolina.  He served as the Chief, Military Plans & Policy, Office of the Deputy Chief of Staff, G-1, Headquarters, United States Army, Europe (UASEUR) and Director, USAEUR Theater Crisis Action Team (CAT) in support of Operation Iraqi Freedom.  Awards and decorations include the Distinguished Service Medal, the Defense Superior Service Medal, Legion of Merit (2d award), Meritorious Service Medal (5th award), Army Commendation Medal (6th award), Army Achievement Medal, National Defense Service Medal (2d award), Army Service Ribbon, Overseas Service Ribbon (3d award), Office of the Secretary of Defense Identification Badge, the Army Staff Badge and the Parachutist Badge.  COL (Ret) Stephens was inducted into the Tuskegee University inaugural class of its Military Hall of Fame in October 2016 and received the Omega Psi Phi Fraternity 40 Year Service Award in 2017.  Director Stephens joins the Foundation board with a wealth of experience in leadership, strategic planning, operations management, program development and fiscal responsibility.
